Tharp, Jr on 1/23/2018: For the reasons set forth in the Memorandum Opinion and Order, the defendants' motion to dismiss 30 is granted. The Court dismisses plaintiffs' federal claims pursuant to Rule 12(b)(6) and declines to exercise supplemental jurisdiction over the remaining state-law claims. The complaint, however, is dismissed without prejudice. Plaintiffs have until February 23, 2018 to file an amended complaint that addresses the deficiencies outlined in the opinion, if they are able.
