Kennelly on 1/31/2018: For the foregoing reasons, the Court denies Salgado's petition for a writ of habeas corpus [dkt. no. 1]. The Court declines to issue a certificate of appeal ability because he has not made "a substantial showing of the denial of a constitutional right." 28 U.S.C. § 2253(c)(2).
