MEMORANDUM Opinion and Order: For the reasons stated in the Court's Memorandum Opinion and Order, Petrowsky's motion to dismiss 18 is granted. All claims against Petrowsky are dismissed with prejudice, as are the Bivens claims against th e unknown TSA agents. The government's motion to dismiss 13 is granted in part, denied in part. It is denied as to the FTCA claim, but all other claims are dismissed without prejudice. Scruggs has leave to file an amended complaint by April 18, 2019.
