Syph II has filed a complaint, purportedly under 42 U.S.C. 1983, in which he appears to attempt to challenge and/or relitigate matters that were determined in apparently ongoing proceedings in a divorce case pending in the Circuit Court of Cook County. He has sued two judges who made rulings in those proceedings as well as the attorney for the other party in the state court proceedings. Among the relief requested is a declaratory judgment enjoining the judges from ruling on or enforcing orders entered by one of them, as well as an injunction against the entirety of the Circuit Court barring further rulings in the case. At its own instance, the Court directs Mr. Syph to show cause in writing, by no later than 9/4/2018, why this case should not be dismissed for lack of jurisdiction under the so-called Rooker-Feldman doctrine, see generally Exxon Mobil Corp. v. Saudi Basic Indus. Corp., 544 U.S. 280, 293 (2005); under the doctrine of Younger v. Harris, 401 U.S. 37 (1971), as interpreted by the Seventh Circuit in Parejko v. Dunn County Circuit Court, 209 F. The motion to appoint a special process server is denied as moot #6 . Plaintiff wishes to have the Court "appoint" a licensed detective agency to serve summons.
