ORDER: By order dated August 22, 2018, the Court directed Plaintiff to either file an application to proceed in forma pauperis or pay the full $400 filing fee #3 . The Court warned Plaintiff that failure to comply with the order by September 12, 2018, would result in summary dismissal of this case. Plaintiff did not respond to the Court's order.
