(Dkt. #5 .) Plaintiff has not filed an application to proceed in forma pauperis and has not paid the filing fee. The document submitted by Plaintiff does not remedy the need for an in forma pauperis application or payment of the filing fee. Plaintiff is granted until October 12, 2018 to either file an in forma pauperis application on the enclosed form with the information required by 28 U.S.C. 1915(a)(2) or pay the full $400 filing fee. The Clerk is directed to send Plaintiff an in forma pauperis application and a copy of this order.
