ORDER. Plaintiff Edward Thomas Kennedy, pro se, seeks permission to proceed in forma pauperis ("IFP") in this suit. Because plaintiff has demonstrated financial hardship, his IFP application #4 is granted. However, plaintiff's allegations are not sufficient to survive this Court's initial screening, and the complaint is dismissed without leave to amend.
