ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The Court waives the initial partial filing fee and orders the trust fund officer at Plaintiff's place of incarceration to make monthly deductions from Plaintiff's account for payment to the Clerk of Court as in accordance with this order. Plaintiff's complaint #1 is dismissed without prejudice. If Plaintiff wants to proceed with this case, he must submit an amended complaint that states a plausible federal claim in light of the principles discussed in this order. Failure to do so by January 11, 2019, will result in summary dismissal of this case for failure to state a claim. Plaintiff's motion for attorney representation #4 is denied without prejudice. The Clerk of Court is directed to: (1) send a copy of this order to the trust fund officer of the facility having custody of Plaintiff; and (2) send Plaintiff a copy of this order, a blank amended complaint form, and instructions.
