ORDER: Plaintiff has submitted a complaint #1 and USM-285 service forms for the Defendants he has named 3 but has neither prepaid the filing fee nor filed an application for leave to proceed in forma pauperis (in other words, asked for permission to pay the filing fee in installments). Submissions in one of Plaintiff's recent cases, Serritella v. Walsh, Case No. 18 4049 (N.D. Ill.) (Bucklo, J.), indicate that Plaintiff receives more than $13,000 annually in veteran's benefits. This type of income means that Plaintiff is financially ineligible to pay the fee in installments. If Plaintiff wants to proceed with this case, he must pay the full statutory filing fee of $400.00 bysending a check or money order made payable to the Clerk, United States District Court. Plaintiff should send his payment to the Clerk, United States District Court, 219 South Dearborn Street, Chicago, Illinois 60604, attn: Cashier's Desk, 20th Floor, and clearly identify his name and the case number assigned to this case. If Plaintiff does not comply by December 31, 2018, the Court will summarily dismiss this case.
