ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The Court orders the trust fund officer at Plaintiff's place of incarceration to deduct $1.65 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk of Court to electronically send a copy of this order to the Supervisor of the Inmate Trust Fund Accounts at the Cook County Jail. However, Plaintiff's complaint #1 is dismissed without prejudice because it fails to state a claim. If Plaintiff wants to proceed with this lawsuit, he must submit an amended complaint that states a viable federal claim against a proper Defendant. Plaintiff's failure to fully comply with this order by February 4, 2019, will result in summary dismissal of this action. The Clerk is directed to send Plaintiff an amended complaint form and a copy of this order. The Court defers ruling on Plaintiff's motion for attorney representation #4 until after the submission of an acceptable amended complaint. Signed by the Honorable Elaine E. Bucklo on 12/19/2018.
