TEXT ORDER: Petitioner's mailing address was incorrectly listed as FCI-Manchester instead of MCC-Chicago on the Court's docket. Accordingly, Petitioner has not yet received the Court's December 11, 2018 Text Order directing him to pay the $5 filing fee or provide the Court with a signed Application to Proceed in District Court Without Prepaying Fees or Costs by January 11, 2019. However, the Court hereby STRIKES its December 11, 2018 Text Order and instead transfers this case to the Northern District of Illinois. Petitioner has filed a Petition for Writ of Habeas Corpus under 28 U.S.C. 2241 (d/e #1 ). Petitions for Writ of Habeas Corpus under 28 U.S.C. 2241 may only be filed within the judicial district that contains the place of the prisoner's detention and normally the proper respondent is the warden of the facility where the prisoner is being held. See Rumsfeld v. Padilla, 542 U.S. 426, 435, 442 (2004). Petitioner is being held at the Metropolitan Correctional Center of Chicago, in Chicago, Illinois. The proper judicial district for Petitioner to bring his habeas petition is the District Court for the Northern District of Illinois.
