Sahattchieve's motion to proceed in forma pauperis ("IFP") #3 is also denied without prejudice. The Clerk is directed to send Sahattchieve a financial affidavit so that, if he wishes to proceed with this lawsuit, he may provide the Court with information necessary to determine his indigent status.
