Filing 7 ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The court orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $1.96 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The court directs the Clerk of Court to send a copy of this order to the trust fund officer of the facility having custody of Plaintiff. Summons shall not issue at this time. The court grants Plaintiff's motion for attorney representation #4 and recruits David I. Koppelman of LaRose & Bosco, Ltd., 200 N. LaSalle Street, Suite 2810 Chicago, IL 60601, to represent Plaintiff in accordance with counsel's trial bar obligations under the District Court's Local Rule 83.37 (N.D. Ill.). As recruited counsel, Mr. Koppelman falls within the class of users listed in the Electronic Public Access fee schedule adopted by the Judicial Conference of the United States, and is therefore exempt from the payment of fees for access via PACER to the electronic case files maintained in this court for this case and for any previous cases filed in this court by this plaintiff (07 CV 3189; 08 CV 3155, 13 CV 2820; and 18 CV 2901) only. Mr. Koppelman is directed to open a separate PACER account to only be used for this case, and is exempt from the payment of fees for this case and the cases filed by Plaintiff in this court; he is not exempt from the payment of fees incurred in connection with other uses of the PACER system in this court. This exemption is valid immediately and for the duration of Mr. Koppelman's participation in the matter, but may be revoked at the court's discretion. Mr. Koppelman is directed to contact the PACER Service Center at 1-800-676 6856 or via the link below to create the new PACER account and to make any necessary arrangements for the waiver. A copy of this order shall be sent to the PACER Service Center at http://www.pacer.psc.uscourts.gov/register.html and to the Systems Department of the Northern District of Illinois. Counsel is encouraged to visit the Pro Bono Resources for Trial Bar Attorneys now available on the court's homepage for various resources related to pro bono representation. After investigation, counsel should notify the court by April 12, 2019 whether he expects to proceed with the complaint on file or intends to file an amended complaint.
