Filing 4 ORDER: The Court construes the habeas corpus petition to assert claims of actual innocence (as a freestanding constitutional violation) and a Miranda violation. The petition is untimely under the one-year statute of limitations, 28 U.S.C. 2244(d), but the Court cannot resolve the actual-innocence exception to untimeliness or procedural default without the complete state-court record. By May 3, 2019, Respondent shall respond to the threshold actual-innocence question and shall file the full state-court record with her response. The Clerk shall: (1) terminate Respondent Kwame Raoul, Attorney General of the State of Illinois; and, (2) alter the docket to reflect that Respondent is Stephanie Dorethy, Warden, Hill Correctional Center.
