ORDER signed by the Honorable Edmond E. Chang. For the reasons stated in the Order, Plaintiff's application to proceed in forma pauperis #3 is denied without prejudice. Plaintiff is directed to either (1) submit a properly completed application that is certified by a trust fund officer and that includes a copy of Plaintiffs trust fund statements showing all transactions in his account or accounts for the entire six-month period immediately preceding the submission of his complaint; or (2) pay the full statutory filing fee of $400.00. Failure to comply with this order by 04/26/2019 will result in summary dismissal of this case. Plaintiff also must promptly submit a change-of-address notification if he is transferred to another facility or released. If Plaintiff fails to keep the Court informed of his address, then this action will be subject to dismissal for failure to comply with a Court order and for failure to prosecute. The Clerk of Court is directed to send Plaintiff a blank application to proceed in forma pauperis and a copy of this order. Plaintiff's motion #4 for attorney representation is denied at this time, without prejudice. Plaintiff should write to legal clinics and legal services organizations (not just private law firms as mentioned in the motion) to ask for pro bono (that is, free) or contingency-fee arrangements. Writing to three clinics or organizations would be enough to comprise a diligent search.
