ORDER: Plaintiff's motion for leave to proceed in forma pauperis #3 is granted. The Court authorizes and orders the trust fund officer at Plaintiff's place of incarceration to deduct $18.45 from his account for payment to the Clerk of Court as an initial partial filing fee, and to continue making monthly deductions in accordance with this order. The Court directs the Clerk to send a copy of this order to the trust fund officer at Plaintiff's place of confinement. However, summonses shall not issue at this time. The Court dismisses the complaint on file without prejudice. Plaintiff is granted until May 15, 2019, to submit an amended complaint curing pleading deficiencies if he believes that he can state a federal claim. Failure to submit an amended complaint by the deadline will result in summary dismissal of this case. The Court instructs the Clerk to provide Plaintiff with an amended civil rights complaint form, two blank USM-285 (Marshals service) forms, and instructions along with a copy of this order.
