March 14, 2019 Filing 9 MINUTE entry before the Honorable Manish S. Shah: Plaintiff's motion to proceed in forma pauperis #4 is denied because it is incomplete. Plaintiff did not disclose the amount of money he received from social security as required by question 4.D. and 4.G. Because plaintiff seeks in forma pauperis status, his complaint is governed by 28 U.S.C. 1915(e)(2)(B), which authorizes district courts to screen complaints and dismiss those that fail to state a claim. See Jaros v. IDOC, 684 F.3d 667, 669 n.1 (7th Cir. 2012). Plaintiff's complaint is difficult to follow, but stripped of its conclusory allegations of racial discrimination, it alleges that he was not allowed entry into a synagogue because of his hair style, but he used to worship there. #1 at 12. Plaintiff names the congregation as the defendant. The allegations are not sufficient to state a plausible claim that the synagogue was a public accommodation that discriminated against plaintiff on account of his race. There are other allegations that plaintiff was arrested and charged with a crime, but the complaint does not name any individual state actors (or allege any policy sufficient to name any municipality as a defendant) and it does not allege that any private actor falsely initiated criminal proceedings that caused plaintiff to be seized without probable cause such that a federal cause of action could lie against the congregation. The complaint is dismissed for failure to state a claim. Enter judgment and terminate case. The motion for attorney representation #5 is denied as moot. Notices mailed. (psm, )
