Filing 5 ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is under review, as it appears that Plaintiff may not qualify to proceed without prepayment. If Plaintiff wants to proceed with this case, he must either; (1) prepay the $400 filing fee; or (2) file an under oath written statement explaining why he believes he should be allowed to proceed in forma pauperis (without full prepayment of the $400 filing fee) despite his substantial account balances in the months preceding this lawsuit. If he chooses to file a statement, he must include trust fund account printouts covering April 13, 2018, through the date of his response and in which he explains, withsupporting records if appropriate, the source of his account funds, what he bought, and why those moneys should not be, counted against his ability to pay the filing fee. If he does not comply with the foregoing by 4/19, 2019, the Court will summarily dismiss this case. The Court defers screening Plaintiff's complaint #1 pursuant to 28 U.S.C. $ 1915A or resolving any other pending motions #4 until Plaintiff resolves his fee status. Signed by the Honorable Charles R.
