ORDER: The Court denies Plaintiff's application to proceed in forma pauperis #3 without prejudice and dismisses his complaint #1 without prejudice. By April 5, 2019, Plaintiff must: (1) pay the full statutory filing fee of $400 or submit a renewed application for leave to proceed in forma pauperis using the Court's form; and (2) submit an amended complaint using the Court's form. If Plaintiff fails to comply with both directives, the Court will summarily dismiss this case. Plaintiff's "motion to add defendant and claims" #4 is denied, as complaints consisting of multiple documents are improper and, in any event, the Court has dismissed Plaintiff's complaint with leave to replead. Plaintiff's "order to show cause for a preliminary injunction" #5 is stricken as the Court has not granted any injunctive relief and there is no apparent basis for injunctive relief.
