Filing 13 ORDER: Reference is made to Plaintiff's letter dated June 19, 2019 #12 . Unfortunately, the Court cannot counsel Plaintiff on how to amend his complaint. Neither the Court nor Clerk's Office employees are permitted to provide legal advice to litigants. In re Arkuszewski, 550 B.R. 374, 383 n.2 (N.D. Ill. 2015); Matlock v. Franklin, No. 18 CV 1007, 2019 WL 1206130, at *3 n.2 (N.D. Ind. Mar. 14, 2019); Wesley v. White Lodging, No. 17 CV 1771, 2018 WL 4120177, at *2 (E.D. Wis. Aug. 29, 2018). The Court can only reiterate that, for the reasons discussed in its Order of June 14, 2019 (R. 11), the facts alleged in the original complaint failed to state a cognizable federal claim. Although the Court gave Plaintiff the opportunity to submit an amended complaint, his inability to conceive of a basis for suit may indicate that he simply has no viable federal cause of action under the circumstances of this case. The Court on its own motion grants Plaintiff an enlargement of time until August 2, 2019, to submit an amended complaint if he believes that he can state facts to support a colorable cause of action under 42 U.S.C. 1983. The Court's fill-in-the-blank amended complaint form provides an easy format. Failure to amend by the new deadline will result in dismissal of this action, on the understanding Plaintiff cannot articulate grounds for relief in federal court. Filing 8 ORDER: Plaintiff's letter [#7 ] attempts to authorize the Clerk to deduct $400 from his trust fund account at the Cook County Jail. The Court is not able to deduct the filing fee. Plaintiff is advised that he is responsible for ensuring that the filing fee is paid. If he wants to proceed with this case, he must consult with staff in the Jail's trust fund office and make arrangements to pay the fee. The Court will extend the date by which he must pay. By June 10, 2019, Plaintiff must pay the $400 filing fee either by having the Jail's trust fund office remit payment on his behalf or by sending a check or money order made payable to the Clerk, United States District Court, to the Clerk, United States District Court, 219 South Dearborn Street, Chicago, Illinois 60604, attn: Cashier's Desk, 20th Floor. He must clearly identify his name and the case number assigned to this case. The Court directs the Clerk to send Plaintiff a copy of this order.
