ORDER: Although Plaintiff has paid the statutory filing fee for this case, his trust fund officer must collect 100% of all income into his trust account until accrued filing fees are paid. The Court directs the Clerk to send a copy of this Order to the trust fund office at Plaintiff's place of confinement. Summonses shall not issue at this time. The Court dismisses the complaint on file without prejudice. Plaintiff is granted until May 10, 2019, to submit an amended complaint if he believes that he can state a federal claim. Failure to submit an amended complaint by the deadline will result in summary dismissal of this case. The Court instructs the Clerk to provide Plaintiff with an amended civil rights complaint form, three blank USM-285 (Marshals service) forms, and instructions along with a copy of this Order.
