May 21, 2019 Opinion or Order Filing 6 ORDER: Plaintiff's application for leave to proceed in forma pauperis (IFP) #3 and his request for judicial notice of his poverty status #5 are denied without prejudice. Plaintiff's IFP application is not signed. See Fed. R. Civ. P. 11(a) ("Every pleading, written motion, and other paper must be signed by at least one attorney of record... or by a party personally if the party is unrepresented."). Also, Plaintiff answered "no" to almost every question, indicating that neither he nor anyone living in the same residence has received: more than $200 in the past 12 months; gifts; welfare; disability income; unemployment; etc. If Plaintiff seeks to proceed IFP and submits another application that is signed, he should indicate on the application information about his lodging and meals so that the Court can accurately determine his financial status. Even if Plaintiff is unable to afford the $400 filing fee, he may be able to afford a portion of it. See N.D. Ill. Local Rule 3.3(e) ("In addition to granting or denying an IFP petition, the judge may order the payment of a partial filing fee when the plaintiff's financial circumstances so warrant."). By June 30, 2019, Plaintiff must either prepay the $400 filing fee or submit another IFP application that is both signed by him and that provides more information about his financial status. Plaintiff's failure to comply will result in dismissal of this case without prejudice. Local Rule 3.3(f). The Clerk shall send a copy of this order and an IFP form to Plaintiff.
