ORDER: This case is dismissed for want of subject matter jurisdiction as an unauthorized and successive habeas corpus petition, 28 U.S.C. 2244(b). The Court declines to issue a certificate of appealability. Petitioner remains liable for paying the five dollar filing fee for this case. Petitioner must pay the fee or bring an in forma pauperis application by July 1, 2019. Failure to pay the fee or bring a proper IFP application by that date may impact his ability to bring future litigation in this District.
