ORDER : Plaintiff Paul Turner, Jr. initiated this civil rights suit without paying the $400 filing fee or submitting an in forma pauperis (IFP) application. The Prison Litigation Reform Act (PLRA) requires all inmates "to pay the full amount of a filing fee." 28 U.S.C. 1915(b)(l). If an inmate cannot pay the filing fee upfront, he may seek to proceed IFP in order to pay it in installments with monthly deductions from his trust fund account. See 1915(b)(2) (if IFP status is granted, 20% of the money the inmate receives each month (including money from family and friends) is deducted until the filing fee ($350 for IFP litigants) is paid). Before the Court conducts its required initial review of Plaintiff's complaint, he must satisfy the Court's filing fee requirement by either prepaying the fee or submitting a completed IFP application that includes both a certificate from an authorized officer at his facility and a "copy of the trust fund account statement... for the 6-month period immediately preceding the filing of the complaint." 28 U.S.C. 1915(a)(2). His failure to comply with this order within 30 days will result in summary dismissal of this case. See N.D. Ill. Local Rule 3.3(f) The Clerk shall send an IFP application form to Plaintiff.
