Filing 10 ORDER: Plaintiff's applications for leave to proceed in forma pauperis #6 and #8 , supported by his affidavit are granted. The Court orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $2.13 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk of Court to send a copy of this order to the inmate trust officer at the facility in which Plaintiff is presently being held and to the Court's Fiscal Department. Summons, however, shall not issue. Plaintiff's complaint #1 is dismissed without prejudice for failure to state a claim. If Plaintiff wants to proceed with this lawsuit, he must submit an amended complaint that states a federal claim against proper defendants and U.S.M.-285 forms for which Defendant Plaintiff intends to serve with the complaint. Failure to submit an amended complaint by September 9, 2019, will result in dismissal of this lawsuit for failure to state a claim. Ruling on Plaintiff's motion for attorney representation #7 is deferred. TEXT ORDER entered by Judge Colin Stirling Bruce on 6/17/2019. The Plaintiff, a state prisoner, has submitted a civil rights complaint pursuant to 42 U.S.C. 1983. Such actions may be brought only in (1) the judicial district where any defendant resides (if all defendants reside in the same State), (2) a judicial district in which a substantial part of the events or omissions giving rise to the claim occurred, or (3) a judicial district in which any defendant may be found, if there is no district in which the action may otherwise be brought. See 28 U.S.C. 1391(b). The Plaintiff's claims involve Defendants from the Cook County Sheriff's Office and events at the Dupage County Courthouse. Both are situated in the federal judicial district for the Northern District of Illinois. Therefore, the Court finds venue over this proceeding lies in the Northern District of Illinois, and it is in the interests of justice that this cause be transferred there. See 28 U.S.C. 1404(a).
