Filing 8 ORDER: The Court strikes the document captioned as an amended complaint [R. 7]. Plaintiff did not use the Court's required amended civil rights complaint form, see Local Rule 81.1 (N.D. Ill.), and the document does not meet the prerequisites of Fed. R. Civ. P. 8(a)(1) (dictating that a pleading must include a short and plain statement of the grounds for jurisdiction, a short and plain statement of the claim showing that the pleader is entitled to relief, and a demand for the relief sought). Rather, the document appears to be intended as a legal brief in support of Plaintiff's claims. But at this time, the Court neither requires nor wants any proof of Plaintiff's claims, any legal arguments, or any legal authorities. See, e.g., Buchanan v. Pfister, No. 17 CV 8075, 2018 WL 4699778, at *8 (N.D. Ill. Oct. 1, 2018) ("legal arguments and case citations are inappropriate in a complaint") (citations omitted); Shea v. Winnebago Cty. Filing 5 ORDER: Plaintiff's application for leave to proceed in forma pauperis [#3 ] is granted. The Court authorizes and orders the trust fund officer at Plaintiff's place of incarceration to deduct $20.57 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee, and to continue making monthly deductions in accordance with this order. The Court summarily dismisses the City of Chicago and the Chicago Police Department as Defendants on preliminary review pursuant to 28 U.S.C. 1915A. Plaintiff may proceed only against Defendants Johnson, Tuohy, O'Brien, and Cascone, and only on his false arrest claim. The Court directs the Clerk to: (1) file Plaintiff's complaint [#1 ]; (2) issue summonses for service on Defendants Johnson, Tuohy, O'Brien, and Cascone; and (3) send Plaintiff four blank USM-285 service forms, a magistrate judge consent form, filing instructions, and a copy of this order. The Court appoints the U.S. Marshal to serve the Defendants. The Court advises Plaintiff that a completed USM-285 form is required for each named Defendant.
