ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is denied. Plaintiff must pay the full statutory filing fee of $400.00. If Plaintiff wants to proceed with this action, he also must submit a written statement under oath explaining why he did not completely and accurately disclose his financial condition on his application. Failure to fully comply with this order by October 31, 2019, will result in dismissal of this action. Plaintiff's motion for attorney representation #4 is denied. Plaintiff has settled two of the seven cases he initiated in this Court since June 2017, and is negotiating a third settlement.
