ORDER: Frank Sutton, a federal prisoner at the federal prison at Thomson, Illinois, has filed a document that the Clerk has docketed as a petition under 28 U.S.C. 2241 but that actually constitutes a request for a form for filing a petition under that statute as well as a request for permission to file a section 2241 petition without exhausting administrative remedies.
