ORDER: The Court grants Plaintiff's application for leave to proceed in forma pauperis #3 and orders the trust fund officer at Plaintiff's place of incarceration to deduct $12.73 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this Order. The Court directs the Clerk of Court to send (electronically if possible) a copy of this Order to the trust fund officer at Plaintiff's current place of incarceration and to the Court's Fiscal Department. However, the Court dismisses Plaintiff's complaint #1 without prejudice for failure to state a federal claim. If Plaintiff wants to pursue these claims in this case, he must submit an amended complaint stating a plausible federal claim by November 29, 2019. Failure to do so will result in summary dismissal of this matter on the understanding that Plaintiff intends to pursue these claims in state court or in his already pending lawsuit arising from the same incident, if appropriate. The Court denies Plaintiff's motion for attorney representation #4 without prejudice. However, the Court directs the Clerk to mail a copy of this Order to Michael R. La Porte, Flachsbart & Greenspoon, LLC, 333 N. Michigan Ave., 27th Floor, Chicago, IL 60601, mrl@fg- law.com, whom the Court has recruited to represent Plaintiff in Rodriguez v.
