ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is denied as incomplete. By November 25, 2019, if Plaintiff wishes to pursue this litigation, he must address the filing fee for this action, either by (1) submitting a completed in forma pauperis application that is certifiedby an appropriate jail official and includes a trust fund account activity statement covering March 15, 2019, through the date of his renewed application; or (2) pre-paying the full $400.00 statutory filing fee. Failure to comply with this order by that date will result in summary dismissal of this lawsuit. The Clerk is directed to send a copy of this order to Plaintiff, along with an in forma pauperis application form. Consideration of Plaintiff's complaint #1 is deferred pending Plaintiff's resolution of his fee status. Plaintiff's motion for attorney representation #4 , which does not disclose any efforts he may have made to find attorney representation on his own, is denied without prejudice to renewal after the resolution of his fee status. In the meantime and before any renewed motion, Plaintiff should write to attorneys or legal organizations, describe his intended claims, and seek representation. Signed by the Honorable Elaine E.
