ORDER: The Court denies Plaintiff's application to proceed in forma pauperis (that is, to pay the filing fee in installments) #3 . In the six months preceding this lawsuit, Plaintiff received a $4,000.00 settlement payment (the entirety of which he then sent to his mother), and, even setting aside those funds, his account balance rarely dipped below $400.00 and went as high as $637.70. Plaintiff's income and steady account balances and other deposits demonstrate that he is financially ineligible to pay the filing fee in installments. To proceed with this lawsuit, he must prepay the full $400.00 filing fee. To do so, he should send a check or money order made payable to the Clerk, United States District Court, to 219 South Dearborn Street, Chicago, Illinois 60604, attn: Cashier's Desk, 20th Floor. Any payment must clearly identify Plaintiff's name and the case number assigned to this case. If Plaintiff does not comply by December 10, 2019, the Court will summarily dismiss this case.
