November 12, 2019 Opinion or Order Filing 8 ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The Court authorizes and orders the trust fund officer at Plaintiff's place of incarceration to deduct $5.00 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee, and to continue making monthly deductions in accordance with this order. The Court directs the Clerk to send a copy of this order to the trust account office at Plaintiff's place of confinement. The complaint #1 is dismissed without prejudice. Plaintiff has until 12/11/2019 to submit an amended complaint in accordance with this order. Failure to comply will result in the dismissal of this suit for want of subject matter jurisdiction, without prejudice to Plaintiff re-filing his case in state court.
