Filing 7 ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is denied without prejudice. Plaintiff must either (a) submit a renewed application for leave to proceed in forma pauperis, as detailed in this order, or (b) pay the statutory $400 filing fee. In addition, Plaintiff must explain in writing why this case should not be dismissed with prejudice based on his false representations about his litigation history and inaccurate claim that he has never been represented by Court-recruited counsel. If Plaintiff does not comply with all of these directives by December 17, 2019, the Court will summarily dismiss this case. Plaintiff's motion for attorney representation #4 is denied without prejudice because it contains incorrect information about past representation by Court-recruited counsel. And it is too early to tell if Plaintiff will need the assistance of counsel. The quality of his initial filings demonstrate that he can manage the first steps of the case and respond to this order. Although the Clerk is under no obligation to track Plaintiff's whereabouts, Clerk's Office staff sent the case opening packet to a residential address after the U.S. Postal Service returned it as undeliverable. The Court is under no obligation to find a current address for Plaintiff. Nevertheless, the Clerk is directed to send a copy of this order and a blank application to proceed in forma pauperis to Plaintiff's address of record on the docket (that is, the Winnebago County Jail) and the residential address used by the Clerk. Plaintiff must promptly confirm his address with the Clerk and update it every time it changes while this case is pending.
