The government is directed to file a response to defendant's motion under 28 USC 2255 by no later than 1/15/2020. Defendant is directed to file a reply to the government's response by no later than 2/5/2020. Defendant's motion to appoint counsel #3 is denied without prejudice to renewal. Counsel is typically appointed in a section 2255 matter only if and when the Court determines that an evidentiary hearing is needed.
