November 15, 2019 Opinion or Order Filing 9 ORDER: The plaintiff's application to proceed in forma pauperis #4 is granted. The plaintiff may proceed without pre-payment of the filing fee. Summons will not issue at this time, however; the complaint is dismissed on initial review for failure to state a claim per 1915 (e)(2)(B). The complaint, as currently constructed, provides no factual basis upon which discrimination can be inferred. The dismissal is without prejudice, however, and the plaintiff may file for leave to amend the complaint within the next 30 days, by 12/15/19. The plaintiff's motion for attorney representation #5 is also denied without prejudice for being incomplete. The plaintiff may refile a complete motion including information as to which attorneys/organizations he has contacted in order to seek representation, as well as why he has been unable to find an attorney.
