ORDER: The Court grants Plaintiff's application for leave to proceed in forma pauperis #3 . The Court orders the trust fund officer at Plaintiff's place of incarceration to deduct $4.90 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk of Court to send (electronically if possible) a copy of this order to the trust fund officer at Plaintiff's current place of incarceration and to the Court's Fiscal Department. However, summons shall not issue at this time. The Court dismisses Plaintiff's complaint #1 without prejudice for misjoinder and failure to state a claim upon which relief can be granted. The Court grants Plaintiff until March 13, 2020 to submit an amended complaint that contains one claim or a properly joined set of claims. To assist Plaintiff in this process, the Court grants Plaintiff's motion for attorney representation #4 . The Court recruits Daniel Steven Reinberg, Polsinelli PC, 150 N. Riverside Plaza, Suite 3000, Chicago IL 60606, DReinberg@Polsinelli.com, to represent Plaintiff in accordance with counsel's trial bar obligations under N.D. Ill. Local Rules 83.11(h) and 83.37. If counsel believes that filing an amended complaint would be inconsistent with his Rule 11 obligations, he should so inform the Court. The Court sets a status hearing for March 31, 2020 at 9:30 a.m. Recruited counsel falls within the class of users listed in the Electronic Public Access fee schedule adopted by the Judicial Conference of the United States, therefore, counsel shall be exempt from the payment of fees for access via PACER to the electronic case files maintained in this court for the above-captioned case and the previous case filed in this Court by this Plaintiff (No. 18 C 6263) only. The Court directs counsel to open a separate PACER account for use in this case only. Fees are exempt for this case and the previously identified case filed in this court by this Plaintiff only; counsel shall not be exempt from the payment of fees incurred in connection with other uses of the PACER system in this court. This exemption is valid immediately and for the duration of counsel's participation in this matter. This exemption may be revoked at the discretion of the Court at any time. Counsel shall contact the PACER Service Center at 1-800-676 6856 or online to create a new PACER account and to make any necessary arrangements for the waiver. The Clerk is directed to send a copy of this order to Plaintiff, attorney Reinberg, the Systems Department of the Northern District of Illinois, and the PACER Service Center at pacer@psc.uscourts.gov.
