Filing 11 MINUTE entry before the Honorable Steven C. Seeger: Motion hearing held on January 30, 2020. Plaintiff's Motion for Extension of Time to File Amended Complaint and for Leave to Serve Rule 45 Subpoena (Dckt. No. #9 ) is granted in part and denied in part. The Court orders plaintiff to file the amended complaint naming nominal defendants. The Court grants Plaintiff leave to serve interrogatories and document requests for the sole purpose of identifying the proper defendants. The initial discovery should focus on the identities of the correct parties, not on the merits of the case. After learning the actual names of the Doe defendants, Plaintiff should file a motion for leave to file a second amended complaint. Status hearing set for April 29, 2020 at 9:00 a.m.Mailed notice. Filing 5 ORDER: The Court grants Plaintiff's application for leave to proceed in forma pauperis #3 . The Court orders the trust fund officer at Plaintiff's place of incarceration to deduct $1.63 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this Order. The Court directs the Clerk of Court to (1) send a copy of this Order to the trust fund officer at Plaintiff's present place of incarceration and to the Court's Fiscal Department, and (2) file Plaintiff's complaint #1 . Summonses, however, will not issue at this time. The Court grants Plaintiff's motion for attorney representation #4 . The Court requests that Sean Brendan Crotty of Crotty & Schiltz, LLC, 120 N. LaSalle Street, 20th Floor, Chicago, Illinois, represent Plaintiff in accordance with counsel's trial bar obligations under the District Court's Local Rule 83.37 (N.D. Ill.). Recruited counsel falls within the class of users listed in the Electronic Public Access fee schedule adopted by the Judicial Conference of the United States. Consequently, counsel will be exempt from the fee payments associated with accessing (via PACER) the electronic case files that this Court has maintained for the above-captioned case. Counsel will also be exempt from fee payments when accessing electronic case files from Plaintiff's prior suits: 99 C 6242, 00 C 6368 and 00 C 8166 only. The Court directs counsel to open a separate PACER account to be used only for the above-captioned case. Fees are exempt for this case only. Counsel shall not be exempt from the payment of fees incurred in connection with other uses of the PACER system in this Court. This exemption is valid for the duration of counsel's participation in this matter and may be revoked at the Court's discretion at any time. Counsel will contact the PACER Service Center at 1-800-676 6856 or via the link below to create the new PACER account and to make any necessary arrangements for the waiver. A copy of this Order will be sent to (1) the PACER Service Center at http://www.pacer.psc.uscourts.gov/register.html, and (2) the Systems Department of the Northern District of Illinois. A status hearing is set for January 30, 2020, at 9:30 a.m. Recruited counsel should be prepared to advise the Court whether he will proceed on Plaintiff's complaint or whether he intends to file an amended complaint that comports with his obligations under Federal Rule of Civil Procedure 11.
