ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is denied without prejudice. If Plaintiff wants to proceed with this case, he must file an amended in forma pauperis application, as described below, that: (1) attaches updated trust fund ledgers from November 29, 2019, to the date that it is certified by an authorized correctional official at the Kane County Jail; and (2) specifies what he bought with the money he received during his current period of detention (at least $1,005), and why that money should not be counted against his ability to prepay the full filing fee. In addition, for any period during the past year when he was not in custody (from approximately December 13, 2018 to May 9, 2019, when he was booked into the Kendall County Jail), he must disclose how he (and anyone in his household) obtained the basic necessities of life and explain his current sworn statement disclaiming all income received in the past year other than gifts from his mother during his detention. Alternatively, Plaintiff may prepay the $400 filing fee. If Plaintiff does not either (1) submit an amended in forma pauperis application, or (2) pay the full filing fee, by February 25, 2020, the Court will summarily dismiss this case. Plaintiff's motion for attorney representation #4 is denied without prejudice as he has not attempted to obtain counsel himself, Pickett v. Chicago Transit Auth., 930 F.3d 869, 871 (7th Cir. 2019) (citing Pruitt v. Mote, 503 F.3d 647, 654 (7th Cir. 2007) (en banc)), and in any event, nothing suggests that Plaintiff is unable to respond to this order, which calls for basic financial information and explanations regarding matters that are within his knowledge. Plaintiff must promptly submit a change-of address notification if he is released or transferred to another facility. If he fails to comply, this case will be subject to dismissal with no further warning. The Clerk is directed to send Plaintiff a blank in forma pauperis application and a copy of this order.
