ORDER: The Court grants Plaintiff's application to proceed in forma pauperis #3 and waives the filing fee. However, summons shall not issue. The Court dismisses Plaintiff's complaint #1 for failure to state a claim. If Plaintiff wants to proceed with this lawsuit, he must submit an amended complaint that states a federal claim against proper defendants. If Plaintiff does not submit an amended complaint by March 9, 2020, the Court will summarily dismiss this case. The Clerk is directed to send Plaintiff a copy of this order, an amended complaint form, a blank USM-285 form, and instructions. Plaintiff must promptly submit a change-of-address notification if his address changes, or the case will be subject to dismissal for failure to comply with a Court order and failure to prosecute. Plaintiff's motion for recruitment of counsel #4 is denied without prejudice, as he has not tried to find counsel himself, and it is too early to determine if counsel is appropriate. See Pickett v. Chicago Transit Auth., 930 F.3d 869, 871 (7th Cir. 2019). Plaintiff may want to seek assistance from the District Court's Judge William J. Hibbler Memorial Pro Se Assistance Program. Plaintiff should call (312) 435-5691 for further information about the program and to make an appointment. The Clerk is also directed to change the Nature of Suit to 555 in this matter.
