Filing 9 ORDER: Plaintiff's amended complaint #6 is dismissed without prejudice for failure to state a claim on which relief may be granted. If Plaintiff seeks to proceed, by March 24, 2020, he must submit a second amended complaint on the Court's required form. If he fails to do so, this case will be dismissed for failure to state a claim. Plaintiff's motion for court ordered visits to the law library #7 is denied, however, the Court requests that correctional officials grant Plaintiff reasonable access to the jail's law library. The Clerk is directed to mail a copy of this order to the Executive Director of the Cook County Jail. Filing 5 ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The initial partial filing fee is waived. The Court orders the trust fund officer at Plaintiff's place of incarceration to make monthly deductions in accordance with this order. The Clerk of Court is directed to send a copy of this order to the trust fund account officer at the facility currently having custody of Plaintiff and the Court's Fiscal Department. Summonses, however, shall not issue. Plaintiff's complaint #1 is dismissed without prejudice. If Plaintiff wants to proceed with this lawsuit, he must submit an amended complaint that is written in English and a completed USM-285 (Marshals service) form for each Defendant named in the amended complaint. If Plaintiff fails to do so by February 21, 2020, the Court will dismiss the case.
