ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The Court orders the trust fund officer at Plaintiff's place of incarceration to deduct $34.23 from Plaintiff's account for payment to the Clerk as an initial partial payment of the filing fee, and to continue making monthly deductions in accordance with this order. Summonses, however, shall not issue as the Court dismisses Plaintiff's complaint #1 without prejudice. Plaintiff is granted until April 6, 2020, to submit (1) an amended complaint as detailed in this order and (2) a completed USM-285 (Marshals service) form for each Defendant named in the amended complaint. If Plaintiff fails to comply, the Court will dismiss the case for failure to state a claim. Plaintiff is reminded that he must promptly submit a change-of-address notification if he is moved to another facility. Failure to keep the Clerk advised of his correct address may lead to dismissal of this action. Plaintiff's motion for attorney representation #4 is denied without prejudice to later renewal. The Clerk is directed to send (electronically where possible) a copy of this order to: (1) the trust fund officer at the facility currently having custody of Plaintiff; (2) the Court's Fiscal Department; and (3) Plaintiff, along with an amended civil rights complaint form and instructions and a blank USM-285 form.
