May 4, 2020 Opinion or Order Filing 14 ORDER Petitioner's request to proceed in forma pauperis [ECF 12, pg. 11-18] is granted. The Court waives collection of the $5.00 filing fee. The Clerk shall separately docket the IFP motion and show that it has been ruled on. The other parts of Petitioner's pending motions [ECF 11 and 12] are denied. The directives of the Court's March 30 and April 23, 2020 orders, except the directive to satisfy the filing fee, remain in effect. Though Petitioner's recently docketed motions satisfy the filing fee requirement, he has not yet provided this Court with a 28 U.S.C. 2241 petition that clearly states his claims in accordance with federal pleading requirements. To proceed with this case, Petitioner must, by May 30, 2020, submit a coherent amended 2241 petition on this Court's form. See N.D. Ill. Local Rule 81.3. The Clerk shall send a copy of this order to the Cook County Sheriff's Office to notify it of Petitioner's allegations that he is in a high-risk group and needs extra COVID-19 precautions. April 23, 2020 Opinion or Order Filing 7 ORDER: Petitioner's motion for an emergency bond and to proceed in forma pauperis (IFP) #6 is denied. The IFP request lacks the required trust account statement (see 28 U.S.C. 1915(a)(2)), is not on the Court's form in accordance with N.D. Ill. Local Rule 3.3, and the emergency bond request, like his habeas petition, consists of ramblings that neither clearly state his grounds for relief nor what state court remedies he has sought. Although his current motion was only recently docketed, Petitioner sent it at the same time the Court entered its March 30, 2020 order directing him to either pay the $5.00 filing fee or submit a completed IFP application on and to submit a clearer 28 U.SC. 2241 petition in accordance with federal notice pleading requirements. See Fed. R. Civ. P. 8(a)(2). For this case to proceed, Petitioner must comply with the March 30, 2020 order. His failure to do so will result in dismissal of this case without prejudice.
