ORDER: Before the Court are Plaintiff's application for leave to proceed in forma pauperis #3 and motion for attorney representation #4 . For the reasons stated below, Plaintiff's application for leave to proceed in forma pauperis #3 is granted and Plaintiff's motion for attorney representation #4 is denied without prejudice. Plaintiff's complaint #1 is dismissed without prejudice due to Plaintiff's failure to state a claim upon which relief may be granted. Plaintiff is given until November 9, 2020, to submit a proposed amended complaint, to the extent that she can do so consistent with this order and Rule 11. See Fed. R. Civ. P. 11. If Plaintiff fails to submit anamended complaint that states a federal claim on which relief may be granted, the Court will summarily dismiss this case.
