Filing 9 ORDER : Before the Court is Plaintiff's application for leave to proceed in forma pauperis #4 . For the reasons stated below, the Court grants Plaintiff's application. The Court directs the US Marshals Service ("USMS") to serve the Defendants. If Plaintiff decides to serve Defendant on his own, he is directed to file the return of summons on the docket immediately after service is made so that the Court can advise the Marshals Service in the event that it has not already effectuated service.
