ORDER: This Court has received Petitioner Jermayne Thomas' 28 U.S.C. 2254 petition, his in forma pauperis (IFP ) application, and his motion for recruitment of counsel. His IFP motion #3 is denied. His prison trust account statement shows that he has more than $720.00 in his account. Such funds do not qualify him for IFP status for the filing of this case. He can pay the $5.00 filing fee, and must do so to proceed with this case. By November 9, 2020, Petitioner must pay the filing fee by check or money order made payable to the Clerk, United States District Court, Northern District of Illinois. His failure to comply will result in dismissal of this case without prejudice. See N.D. Ill. Local Rule 3.3(f). Petitioner's motion for recruitment of counsel #4 is denied without prejudice. Though such recruitment is warranted for an evidentiary hearing or if justice so requires, the Court cannot make either assessment until after a response to the 2254 petition is filed.
