Filing 5 ORDER: Plaintiff'sapplication for leave to proceed in forma pauperis #3 is denied as incomplete. Because portions of the application responses and certification also appear suspect, Plaintiff must: (1)explain in writing why the Court should not impose sanctions (which may include dismissal or filing restrictions) fora false allegation of poverty or fraud on the Court for a false certification; and (2) address the filing fee by either prepaying $402.00 or submitting a second,properly completed, application for leave to proceed in forma pauperis as set forth below. Failure to fully comply with this order by April 12,2021,will result in dismissal of this action as set forth below.Plaintiff's motion seeking attorney representation #4 is denied without prejudice to renewal after Plaintiff resolves his fee status.
