May 26, 2021 Filing 6 MINUTE entry before the Honorable Steven C. Seeger: On May 3, 2021, this Court denied Plaintiff's application to proceed in forma pauperis, and set a deadline of May 24, 2021 to pay the filing fee. (Dckt. No. #5 ) The Court forewarned that a failure to comply may lead to dismissal. That deadline has now passed, and Plaintiff has not paid the fee. The case is closed. Civil case terminated. May 3, 2021 Filing 5 MINUTE entry before the Honorable Steven C. Seeger: Plaintiff's application to proceed in forma pauperis (Dckt. No. #3 ) and the related request for an attorney are hereby denied. Plaintiff brings a complaint against the U.S. Department of Education relating to her non-payment of her student loans. The complaint is entitled "COMPLAINT: Charged for the Privilege of Being Robbed." She alleges violations of Title VII of the Civil Rights Act, the Americans with Disabilities Act, and Title IX. She alleges that the Department of Education is "abusing its power to invest in the failure of students, with a prejudice against protected classes." It is hard to see how the Department of Education discriminated against Plaintiff by loaning her money. Part of the theory seems to be that someone else (perhaps her mother) took loans out in her name, but it is unclear how that allegation could give rise to a civil rights or disability claim. Another part of the theory appears to be that the Department of Education declared her in default on her student loans when she was still enrolled as a student, but again, it is difficult to see how that allegation could give rise to a claim under these statutes. Plaintiff is studying at the University of Illinois, and is pursuing a PhD in the field of computational neuroscience. Based on the Court's review, Plaintiff has the financial ability to pay the filing fee. The Court also prescreened the complaint under 28 U.S.C. 1915A, and has significant concerns that the complaint may be frivolous. She also has more than adequate education to represent herself. The Court directs Plaintiff to pay the full filing fee by May 24, 2021. A failure to pay the fee by that deadline will lead to dismissal. Mailed notice. (jjr, )
