Filing 5 MINUTE entry before the Honorable Manish S. Shah: The application to proceed in forma pauperis #4 is granted. Because plaintiff seeks IFP status, the court screens the complaint under 28 U.S.C. s. 1915(e)(2). The complaint alleges that Chicago Police Officers together with Tiffany Webb unlawfully evicted a resident, Mr. Watson, from a church and took church property. Plaintiff alleges that the officers threatened to arrest plaintiff if he interfered with the eviction. Plaintiff cannot vindicate the rights of others (Watson or the church), and nothing in the complaint suggests that plaintiff's rights were violated. A threat to arrest someone if they interfere with police action, with no actual seizure, does not plausibly suggest a violation. The complaint is dismissed without prejudice. Plaintiff may try again to allege a claim for relief and should focus on plaintiff's individual experience. Any claims that Watson or the church may have must be brought by them (and the church cannot appear in federal court without an attorney). Plaintiff's amended complaint is due 8/10/21. If no amended complaint is filed, the dismissal will convert to a dismissal with prejudice and this case will be closed. Finally, the court notes that plaintiff did not disclose all of plaintiff's cases filed in this district. Plaintiff checked the box "yes" and then said "bankruptcy," but plaintiff has filed several other cases in this district. Plaintiff is warned that false or intentionally incomplete answers on the court's complaint form can be sanctioned, including with dismissal of cases or a prohibition on filing cases in the future.
