Filing 6 MINUTE entry before the Honorable John J. Tharp, Jr: Plaintiff's application for leave to proceed in forma pauperis #4 is denied without prejudice. The Court notes that, in the four other lawsuits Mr. Williams has filed in this district in recent months (21-cv-2475, 20-cv-7715, 21-cv-625, 21-cv-2368), his claims regarding his financial status have been very inconsistent. Because Plaintiff did not fill out the IFP application completely, the Court does not know when he stopped receiving $2,500 in monthly income. Given the inconsistency in his claims about his financial status, the Court will require strict compliance with the information requirements on the IFP form. Accordingly, Mr. Williams is directed to file a completely-filled-out IFP application by 8/6/21 or pay the filing fee by 8/6/21. Moreover, upon initial review of the complaint pursuant to 28 U.S.C. 1915(e)(2), the complaint is dismissed without prejudice for failure to state a claim upon which relief can be granted, though the Court grants plaintiff leave to file an amended complaint by 8/6/21. Mr. Williams filed a form with boxes checked indicating that he intends to sue for employment discrimination, but provides no factual narrative describing the basis for his claim, other than a sentence in which he alleges retaliation for filing an administrative charge of discrimination. Plaintiff must provide a short and plain statement showing that he is entitled to relief. Fed. R. Civ. P. 8(b). This rule does not require detailed factual allegations, but a Plaintiff must offer more than labels and conclusions accusing the defendant of unlawful conduct. See Ashcroft v. Iqbal, 556 U.S. 662, 677-78 (2009). Finally, Williams's motion for attorney representation is denied without prejudice. There is no right to counsel in civil cases. The factors the Court considers in deciding whether to recruit counsel are 1) whether the plaintiff has made a reasonable attempt to obtain counsel on his own and 2) whether the plaintiff appears competent to litigate the case himself. Pruitt v. Mote, 503 F.3d 647, 654 (7th Cir. 2007). Plaintiff's motion does not address either of these factors; any renewed motion must describe plaintiff's efforts to obtain counsel and explain why he is not competent to litigate his claim pro se.
