ORDER: The Court denies Plaintiff's application for leave to proceed in forma pauperis #3 without prejudice. Plaintiff is directed to either (1) submit a renewed and complete application that is certified by a trust fund officer and includes a complete copy of Plaintiff's trust fund statement showing all transactions in his account for the specified period; or (2) pay the full filing fee of $402. If Plaintiff fails to comply with this order by September 10, 2021, the Court will summarily dismiss this case. The Clerk of Court is directed to send Plaintiff a blank application to proceed in forma pauperis and a copy of this order. Plaintiff's unsigned motion for attorney representation #4 is denied without prejudice to renewal after Plaintiff has complied with this order. Before again seeking the Court's help in recruiting counsel, though, Plaintiff must first attempt to engage counsel on his own by writing to attorneys or legal organizations, describing his intended claims, and seeking representation.
